The bidder did not provide the original performance security as requested in the request for clarifications. Instead, the bidder confirmed that in their opinion, SWIFT message through the local Optima Bank was valid.
3 Sinohydro - Sinohydro Bureau 16 JV, (PRC) The bidder did not provide legalization of the power of attorney and registration documents on time as required by the item 11.2(g) ITB and the MOTR letter dated September 21, 2017.
4 Xinjiang Communication Construction Group Co., Ltd., PRC The bidder was on ADB sanction list which was valid until March 21, 2017. However, the expiration of the sanction list does not lift automatically the sanctions, nor does it give the right to participate in ADB projects until the company applies for reinstatement which was not done by the company. Therefore, the bidder was rejected.

The bank security was provided not on the letterhead and was not signed. The bank security was issued not by a bank but by a subdivision of Dongrae cooperation for fishery and was not signed. The bid was rejected as substantively incomplete.
