1. The Kyrgyz Republic received financing from the International Development Association (IDA) towards the cost of the Third Phase of the Central Asia Regional Links Program (CARs-3) and intends to apply part of the proceeds for consulting services.
2. The consulting services ("the Services") include review and update the project documentation prepared in 2008 for the capital repair of the Tyup-Kegen road and preparation of new project documentation for Karkyra-Turuk-Sary-Jaz section, preparation of design of the border infrastructure at Karkyra border crossing point considering the prospect of transferring this border crossing point to year round and 24 hour operation, bidding documentation for the selection of Contractor, as well as safeguard documents. Such documents will include the preparation of Environmental Impact Assessment (EIA), which is the requirement of the Kyrgyz Republic legislation and the Resettlement Action Plan (RAP), as well as update of the Environmental and Social Impact Assessment (ESIA) prepared by MOTR KR in 2018 in accordance with the World Bank Safeguard Policy, including the technical specifications of the Project. Consulting services will also include assistance in bidding for the selection of Contractor. Estimated implementation period is 7 months for update and preparation of project documentation and assistance to conduct procurement process is approximately 10 months.
3. Based on the environmental screening the Project has been assigned the Environmental Category B that requires an environmental assessment that complies with the World Bank's social and environmental safeguard policies. The safeguards policies triggered for this Project include: Environmental Impact Assessment OP/BP 4.01, Natural Habitats OP/BP 4.04, Physical Cultural Resources OP/BP 4.11, and Involuntary Resettlement OP/BP 4.12.
The Implementing Agency for this assignment and the subsequent Employer of the Project is the Ministry of Transport and Roads of the Kyrgyz Republic. Implementing Agency has prepared the draft safeguard documents: Resettlement Policy Framework (RPF), draft Environmental and Social Impact Assessment (ESIA/ESMP) for the proposed Project that were reviewed by the World Bank.
Therefore, the consulting services include:
1) Update of the existing project documentation for the Tyup-Kegen road km39-km76 given the changes in technical category of the road from category III to IV and preparation of new project documentation for Karkyra-Turuk-Sary-Jaz section, km0-km15;
2) preparation of design of the border infrastructure at Karkyra border crossing point considering the prospect of transferring this border crossing point to year round and 24 hour operation;
3) Preparation of detailed engineering designs, bidding documentation and safeguards documentation;
4) Preparation of Environmental Impact Assessment (EIA) and Resettlement Action Plan (RAP), as well as update of the draft safeguard documents ESIA/ESMP.

The Ministry of Transport and Roads of the Kyrgyz Republic now invites eligible consulting firms ("Consultants") to express their interest in providing the Services. The interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (company profile, organization and staffing etc.). The shortlisting criteria are:
1. Minimum experience of at least 10 years in similar assignments (preparation of the detailed design and safeguard documentation in road projects);
2. Minimum 5 similar assignments of similar nature and size within the last 10 years;
3. Overall assessment of company's staffing arrangements and capacity (available permanent staff and pool, portfolio of ongoing projects);
4. Previous working experience in CIS (in particular experience in Central Asia/Kyrgyz Republic) is an advantage.
The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associate in the form of joint venture or sub-consultant. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist.
The Consultant will be selected in accordance with the Consultant's Qualification Selection method set out in the Consultant Guidelines. If the selection is based on the Consultants' Qualifications (CQS), the best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
