Central Asia Regional Economic Cooperation Corridors 1 and 3 Connector Road Project (Phase 2) - Additional Financing

The Government of the Kyrgyz Republic has received financing from the Asian Development Bank (ADB) for the Central Asia Regional Economic Cooperation Corridors 1 and 3 Connector Road Project (Phase 2) – Additional Financing that includes a road safety component. This component is expected to have three outputs: (i) Output 1: Development of a national road safety strategy, (ii) Output 2: Road safety auditing put into practice by the Ministry of Transport and Communications of the Kyrgyz Republic (MOTC KR), and (iii) Output 3: Latest technologies to provide safer transport services on the project roads.

To achieve these objectives, MOTC KR (the project’s Executing Agency assisted by the Project Implementation Unit [PIU] in the day-to-day implementation of the project component) intends to engage Road Safety Audit and Technology Consultants (RSATС) to implement Outputs 2 and 3.

RSATC will be accountable to MOTC for the successful completion of all activities under Outputs 2 and 3. RSATC will:

Liaise effectively with MOTC KR, PIU, the State Traffic Safety Inspectorate, and the Kyrgyz State University of Construction, Transport and Architecture (KSUCTA);
Submit brief progress reports to MOTC KR every quarter and a final report at the end of the assignment;
Work closely with the Consultant working on Output 1 and support ADB missions; and
Consolidate all post-service progress reports, including minutes of events (topics, attendance, presentations, etc.).

MOTC KR hereby requests eligible Consultants to express interest in providing these services.

Consultants will be selected using the Quality- and Cost-Based Selection method in accordance with ADB`s Guidelines on the Use of Consultants (2013, as amended from time to time).

Expressions of Interest must be sent through ADB`s CMS no later than May 11, 2022.
