Osh - Batken - Isfana

Osh-Batken-Isfana Road Rehabilitation Project

Total length: 385km

Implementation period: 2010-2012 years

At present, the Kyrgyz Republic has an acute problem of providing the free traffic in coupling site areas of border territories of Batken oblast of the Kyrgyz Republic with the enclaves of Uzbekistan and Tajikistan, situated on territory of KR, especially in the field of border crossing traffic arteries. The project implementation reduces the existing problems through the construction of bypass roads along the enclaves of neighboring countries. In addition, the rehabilitation of the transport corridor will provide to facilitated transport and economic relation to the most remote settlements in Batken oblast with regional centers, the regional center (the Batken city), as well as the southern capital of the country - the Osh city. This will happen due to a significant reduction in transport costs and travel time, along with it the poor settlement of these areas will be actively involved in the social integration process and business activity. Secondly, at the expense of transport links improving the road rehabilitation will facilitate the development of regional economic relations between China, Kyrgyzstan and northern Tajikistan, Uzbekistan, Kazakhstan and Russia, as well as enable our transport corridors to be integrated into the international transport network.

Four Agreements were signed under the project:

- Grant Agreement with the European Commission on allocation of funds for the construction of bypass section along the approach channel to the Tort-Gul reservoir of Osh-Isfana road, from 248 to 271 km (bypassing the villages of Chorku and Surkh of Tajikistan).

- Financial Agreement between the Kyrgyz Republic and the International Development Association (IDA) of the World Bank on the rehabilitation of the section from 123 to 155 km dated December 3, 2009.

- Loan Agreement with EBRD dated July 15, 2009 to finance the section from 155 to 220 km.

- Financial Agreement with the European Union dated December 30, 2009 for rehabilitation of the section from 108 to 123 km (Kok-Talaa - Pulgon).
