The final draft of Enviponmental and social impact assessment for CARs-3 project

The Ministry of Transport and Roads of the Kyrgyz Republic (MOTR) has developed this document to summarize the results of the draft Environmental and Social Impact Assessment and Environmental and Social Management Plan (herein, draft ESIA/ESMP or draft ESIA) forthe proposed Central Asia Regional Links Program, Phase III (herein, CARs-3 Project or Project). The civil works under the project would include the rehabilitation and upgrade of approximately 37 km of the road between the city of Tyup in Kyrgyzstan and city of Kegen in Kazakhstan (border crossing Karkyra). In addition, the project will finance rehabilitation of about 15 km of the mountain road adjacent to the Tyup-Kegen road leading to the mountain tourist camp and 500 meter long dirt road connecting the main road with the historical site, "the Stones of Tamerlane", a cultural heritage site. The project will also finance the rehabilitation and/or construction of 5 tourist services centers (TSCs) in Issyk-Kul Oblast. This document will be finalized under consulting services for update and preparation of detailed engineering designs and safeguards documents for the project.
