TendersSpecific Procurement Notice/Request for Bids The Kyrgyz Republic has received financing from the World Bank toward the cost of the Third Phase of the Central Asia Regional Links Program (CARs-3); and intends to apply part of the proceeds toward payments under the contract for Procurement of Road Maintenance & Snow removal equipment for Tyup-Karkyra BCP. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. The Ministry of Transport and Communications (MoTC) now invites sealed Bids from eligible Bidders for the supply of equipment for road maintenance: snow removal equipment to ensure year-round operation of the Tyup-Karkyra BCP road. 3. Bidders may Bid for one or several contracts, as further defined in the Bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. 4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrower [January 2011, revised July 2014] ("Procurement Guidelines"), and is open to all eligible Bidders as defined in the Procurement Regulations. 5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30%. This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations] and for Bid cost: 70%. 6. The bidding document in English and Russian languages may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The documents will be sent by email. 8. Bids must be delivered to the address below on or before the deadline of bid submission 15:00 hours on 14 November 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "Original Bid", and the inner envelopes marked "Technical Part" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below.
